fill
each cup with gelatin while still in liquid form
after
jello is firm, using a sharp knife, cut slits in the jello and place
gummy fish and other candy in slits to make it look like they are
swimming, etc.
keep
refrigerated until you are ready to serve
top
with whip cream when you serve
add
the candy right before serving - if you do it to early and/or let
it sit for too long, the color coatings on some of the candies begin
to come off and it doesn't look that great

jelly beans, grapes, candy corns, shoe-string licorice, regular
licorice, etc.
